Government Programme monitoring

 

Prime Minister Katainen’s Government has introduced new measures for Government Programme monitoring. The Government has drawn up a strategic plan for the implementation of the Government Programme in parallel with a decision on spending limits for its term of office.

 

The implementation plan was adopted as a government resolution on 5 October 2011. The resolution focuses on the Government Programme's main objectives, preparation responsibilities and key measures and projects and turns them into strategic, inter-sectoral and comprehensive policies.

 

The Government has three priority areas: the reduction of poverty, inequality and social exclusion; consolidation of public finances; and the strengthening of sustainable economic growth, employment and competitiveness. As its key projects, the Government has identified the reform in local government structures, the social guarantee for young people and the fight against the shadow economy. In accordance with the Government Programme, the legislative projects included in the implementation plan constitute the Government's legislative programme.

 

The key projects under the implementation plan will be subject to special measures and follow-up. Progress and need for adjustments will be assessed in the Government's annual strategy review session held at the beginning of each year. The first such session is to take place in February 2012.

 

The strategic implementation plan was adopted at the Government budget session on 14 September 2011 at the same time with the spending limits for the electoral term and the 2012 budget proposal. The plan also takes account of the decision on the central government spending limits for the electoral period.

 

The Prime Minister’s Office is responsible for producing follow-up material to the Government Programme and promoting the Programme’s effective implementation in cooperation with other ministries.
