Monitoring of the Government Programme

As part of the Programme for Prime Minister Matti Vanhanen’s second Cabinet, the Government has decided to retain the system of programme management introduced during the previous cabinet’s term of office. In addition to three intersectoral policy programmes, the programme management system comprises the Government Strategy Document procedure applied to the promotion and monitoring of the Government Programme.

 

The Government Strategy Document of Prime Minister Matti Vanhanen’s second Cabinet was adopted by a Government resolution issued on 5 December 2007. The Government Programme is implemented and monitored with the means of the Government Strategy Document.  The resolution covers the three intersectoral policy programmes agreed upon in the Government Programme: the policy programme for employment, entrepreneurship and worklife, the policy programme for health promotion and the policy programme for the well-being of children, youth and families.

 

In addition to the policy programmes, the Government attaches particular attention to eight broad-based policy themes. These themes include climate and energy, skills and innovations, administrative reform, structural reform of the municipal and service sectors, social protection, social exclusion and social protection reform, preparations for population ageing, security and Finland’s international position. The Strategy Document also defines the priorities for sectoral research and provides information on the Government’s legislative projects, Government statements and Government resolutions to be submitted to Parliament.

 

The implementation of the Government Programme is monitored on the basis of indicators described in the Strategy Document. Most of the indicators reflect the state of play and development of phenomena which are key to the Government policies. Certain indicators are process indicators describing the achieved policy progress. The setting up of indicators will serve a more thorough monitoring and assessment of the Government Programme to be carried out half-way through the electoral period at the latest. The assessment is to provide the Government with relevant information on the main trends of societal development. This will enable the introduction of new and more effective tools to direct the development.

 

The Prime Minister's Office is responsible for compiling the Government Strategy Document, and the ensuing material for monitoring the Government Programme, and for coordinating ministries’ activities and the intersectoral policy programmes.
