Division of duties between ministers

Vanhanen's Cabinet 2003 - 2007

 

Each minister handles international matters that fall within their own ministry's field of competence and matters related to appointments and personnel administration. Each minister also directs financial planning and the preparation of budgets and other joint matters in his/her respective field. At the Ministry for Foreign Affairs, appointments and personnel administration come within the mandate of the Secretary of State.

 

Division of duties between ministers of Prime Minister Matti Vanhanen's Cabinet

 

Division of duties at the Prime Minister's Office between Prime Minister Matti Vanhanen and Minister Paula Lehtomäki:

  • Minister Lehtomäki handles matters covered by the Government Secretariat for EU Affairs and the Secretariat for the Finnish EU Presidency, excluding matters related to the European Council, amendments to the Treaties establishing the European Union and appointments related to the European Union that come within the mandate of the Prime Minister's Office.
  • Prime Minister Vanhanen handles all other matters covered by the Prime Minister's Office.

Division of duties at the Ministry for Foreign Affairs between Minister for Foreign Affairs Erkki Tuomioja, Minister for Foreign Trade and Development Paula Lehtomäki and Minister Stefan Wallin:

  • Minister for Foreign Trade and Development Lehtomäki handles matters related to trade policy, development cooperation and cooperation in the neighbouring regions.
  • Minister Wallin handles matters covered by the Secretariat for Nordic Cooperation.
  • Minister of Foreign Affairs Tuomioja handles all other matters covered by the Ministry for Foreign Affairs.

Division of duties at the Ministry of the Interior between Minister of the Interior Kari Rajamäki and Minister of the Regional and Municipal Affairs Hannes Manninen:

  • Minister of Regional and Municipal Affairs Manninen handles matters covered by the Department for Municipal Affairs, Department for Development of Regions and Public Administration and Administrative Services Unit.
  • Minister of the Interior Rajamäki handles all other matters covered by the Ministry of the Interior.

Division of duties at the Ministry of Finance between Minister of Finance Eero Heinäluoma and Minister Ulla-Maj Wideroos:

  • Minister Wideroos handles matters covered by the Public Management Department and the Financial Markets Department, but not matters related to international financial institutions, with the exception of the European Investment Bank and the Nordic Investment Bank, and not matters related to government borrowing and debt management. Minister Wideroos also handles matters related to taxation and customs, with the exception of fiscally important tax and customs matters and matters covered by the State Employer's Office. She also handles matters related to the Budget Council of the EU.
  • Minister of Finance Heinäluoma handles all other matters covered by the Ministry of Finance.

Division of duties at the Ministry of Education between Minister of Education Antti Kalliomäki and Minister of Culture Tanja Saarela:

  • Minister of Culture Saarela handles matters covered by the Ministry's Department for Cultural, Sport and Youth Policy, the Internal Administration and Church Affairs Unit, the Finance Service Unit, the Secretariat for International Relations, and the Information Management Unit. She also handles matters relating to financial aid for students and the Centre for International Mobility, which come under the Department for Education and Science Policy.
  • Minister of Education Kalliomäki handles all other matters covered by the Ministry of Education.

Division of duties at the Ministry of Social Affairs and Health between Minister of Social Affairs and Health Tuula Haatainen and Minister of Health and Social Services Liisa Hyssälä:

  • Minister of Health and Social Services Hyssälä handles matters covered by the Health Department, but not matters related to pharmaceuticals. Minister Hyssälä also handles matters covered by the Department for Family and Social Affairs.
  • Minister of Social Affairs and Health Haatainen handles all other matters covered by the Ministry of Social Affairs and Health.

Division of duties at the Ministry of the Environment between Minister of the Environment Stefan Wallin and Minister Hannes Manninen:

  • Minister Manninen handles housing matters.
  • Minister of the Environment Wallin handles all other matters covered by the Ministry of the Environment.
