Division of duties among the ministers

Each minister handles international matters that fall within his/her own ministry’s field of competence and matters related to appointments and personnel administration. Each minister also directs financial planning and the preparation of budgets and other joint matters in his/her respective field.

 

Division of duties among the ministers in Prime Minister Matti Vanhanen’s second Cabinet

 

Division of duties between Prime Minister Vanhanen, Minister Thors and Minister Häkämies in the Prime Minister's Office:

  • Minister Thors handles matters covered by the Government Secretariat for EU Affairs and the Secretariat for the Finnish EU Presidency, excluding matters related to the European Council, amendments to the Treaties establishing the European Union and appointments related to the European Union that come within the mandate of the Prime Minister's Office.
  • Minister Häkämies handles matters covered by the Ownership Steering Department.
  • Prime Minister Vanhanen handles all other matters covered by the Prime Minister’s Office.

Division of duties between Minister for Foreign Affairs Stubb, Minister for Foreign Trade and Development Väyrynen and Minister Vapaavuori in the Ministry for Foreign Affairs:

  • Minister for Foreign Trade and Development Väyrynen handles matters related to trade policy, development cooperation and cooperation in the neighbouring regions.
  • Minister Vapaavuori handles matters covered by the Secretariat for Nordic Cooperation.
  • Minister of Foreign Affairs Stubb handles all other matters covered by the Ministry for Foreign Affairs.

Division of duties  between Minister of Justice Brax and Minister Thors in the Ministry of Justice:

  • Minister Thors handles matters concerning the Åland Islands.
  • Minister of Justice Brax handles all other matters covered by the Ministry of Justice.

Division of duties between Minister of the Interior Holmlund, Minister of Migration and European Affairs Thors in the Ministry of the Interior:

  • Minister of Migration and European Affairs Thors deals with matters covered by the Migration Department and equality issues under the Legal Affairs Unit.
  • Minister of the Interior Holmlund handles all other matters covered by the Ministry of the Interior.

Division of duties between Minister of Finance Katainen and Minister of Public Administration and Local Government Kiviniemi in the Ministry of Finance:

  • Minister of Public Administration and Local Government Kiviniemi handles matters covered by the Department for Municipal Affairs, Public Management Department, Personnel Department and Financial Markets Department, but not matters related to government borrowing and debt management nor matters related to international financial institutions, with the exception of the European Investment Bank and Nordic Investment Bank.  Minister Kiviniemi also handles matters covered by the Government Information Management Unit and the Government financial controller’s function. She will also see to matters related to customs and the EU Budget Council.
  • Minister of Finance Katainen handles all other matters covered by the Ministry of Finance.

Division of duties between Minister of Education Sarkomaa and Minister of Culture and Sport Wallin in the Ministry of Education:

  • Minister of Culture and Sport Wallin handles matters covered by the Ministry's Department for Cultural, Sport and Youth Policy, the Internal Administration and Church Affairs Unit, the Finance Service Unit, the Secretariat for International Relations, and the Information Management Unit. He also handles matters relating to student financial aid and the Centre for International Mobility, which come under the Department for Education and Science Policy.
  • Minister of Education Sarkomaa handles all other matters covered by the Ministry of Education.

Division of duties between Minister of Transport Vehviläinen and Minister of Communications Lindén at the Ministry of Transport and Communications:

  • Minister of Communications Lindén handles matters covered by the Communications Department and the Preparedness Unit.
  • Minister of Transport Vehviläinen handles all other matters covered by the Ministry of Transport and Communications.

Division of duties between Minister of Economic Affairs Pekkarinen and Minister of Labour Cronberg in the Ministry of Employment and the Economy:

  • Minister of Labour Cronberg handles matters covered by the Strategy and Foresight Unit, Employment and Entrepreneurship Department, Working Life and Markets Department, Coordination of EU and International Affairs Unit and Development of Legislative Drafting Unit.
  • Minister of Economic Affairs Pekkarinen handles all other matters covered by the Ministry of Employment and the Economy.

Division of duties between Minister of Social Affairs and Health Hyssälä and Minister of Health and Social Services Risikko and Minister Wallin in the Ministry of Social Affairs and Health:

  • Minister of Health and Social Services Risikko handles matters covered by the Health Department, but not matters related to pharmaceuticals. She also handles matters covered by the Department for Family and Social Affairs.
  • Minister Wallin handles gender equality matters.
  • Minister of Social Affairs and Health Hyssälä handles all other matters covered by the Ministry of Social Affairs and Health.

Division of duties  between Minister of the Environment Lehtomäki and Minister of Housing Vapaavuori in the Ministry of the Environment:

  • Minister of Housing Vapaavuori handles matters related to housing, building and land use planning.
  • Minister of the Environment Lehtomäki handles all other matters covered by the Ministry of the Environment.
