Prime Minister Matti Vanhanen’s second Cabinet

On 19 April 2007, the President of the Republic appointed Finland's 70th cabinet, Prime Minister Matti Vanhanen’s second Cabinet.
It is a majority coalition formed by the Centre Party, the National Coalition Party, the Green League and the Swedish People’s Party of Finland. The Cabinet has 20 ministers.
Government Programme
The Government Programme is an Action Plan agreed by the parties represented in the Cabinet and it sets out the main functions of the Cabinet. An incoming Cabinet issues a communication to Parliament on its programme.
Division of duties between ministers and deputies
At its first plenary session, the Cabinet decides on the division of duties between the ministers in ministries which have more than one minister. The Government appoints the deputies who will stand in for the ministers.
