European Council and IGC met in Brussels on 17-18 June 2004.
The letter of invitation to the European Council 
The EU Foreign Ministers held an IGC working session in Luxemburg on 14 June 2004 and examined Presidency Documents CIG 79/04 and CIG 80/04.
The EU Foreign Ministers held an IGC working session in Brussels on 24 May 2004 and examined Presidency Documents CIG 77/04 and CIG 78/04.
The EU Foreign Ministers, who met in Brussels on 17 and 18 May 2004, held two consecutive Intergovernmental Conference (IGC) working sessions to examine the political questions that still remain open.

Addendum 1 to the Presidency proposal 
On 5 December 2003, the Governments of Austria, Ireland, Finland and Sweden proposed in a letter to the Foreign Minister of the EU Presidency that, instead of an article on a binding defence commitment, a clause be introduced into the Constitutional Treaty, according to which a Member State which is victim of armed aggression may request that the other Member States give it aid and assistance in accordance with Article 51 of the UN Charter.

On 24 October 2003 the Cabinet Committee on EU Affairs handled the Finnish comments on the III part of the Constitutional Treaty.
On 20 October 2003 the Cabinet Committee on EU Affairs handled in a written procedure the Finnish comments on non-institutional matters and the III part of the Constitutional Treaty.
On 10 October 2003 the Cabinet Committee on EU Affairs discussed a questionnaire sent by the EU Presidency concerning the Commission and the the proposed EU Minister for Foreign Affairs.
On 26 September 2003 the Cabinet Committee on EU Affairs discussed a questionnaire sent by the EU Presidency concerning the IGC.
On 2 October, Prime Minister Matti Vanhanen and six other European Prime Ministers sent a letter concerning the IGC to the Prime Minister of Italy, Mr Silvio Berlusconi.
Report on EU Intergovernmental Conference
On 29 August 2003 the Finnish Government submitted a report to Parliament on the outcome of the work of the European Convention. The report also defines Finland's objectives in the Intergovernmental Conference (IGC) that opens on 4 October 2003.
